What if the city of the future already existed? – A Four-Language Campaign for the City of Valencia

At Mi Cine Inclusivo, we are proud to present the official promotional video for Valencia’s candidacy for the Access City Award 2026, the prestigious recognition granted by the European Commission to cities that demonstrate an exemplary commitment to accessibility, sustainability, and inclusion.

This audiovisual project was born from a bold premise: What if the city of the future already existed? Valencia is not presenting itself based on aspirations, but on what it already represents today: a vibrant, participatory, and real city, where accessibility is not viewed as an add-on, but as a guaranteed right.

In Valencia, people with disabilities are not merely consulted—they lead processes, validate policies, and actively transform the urban present. This approach is reflected in the city’s institutional structure, its social fabric, and the numerous initiatives that shape its urban model.

Key pillars of the candidacy include:

  • A General Directorate for Disability reporting directly to the Mayor’s Office

  • Over 120 active municipal inclusion programs

  • 100% accessible public transport

  • Innovative technologies such as the REDI system and inclusive QR codes

  • 96% projected accessibility across public spaces

  • Projects like La Harinera, La Mare que va, and Autism-Friendly parks

  • And the first cinematic adaptation into easy-to-read format in Spain

Inclusive cinema as a transformative tool

This video was created using the principles of inclusive cinema, a methodology that ensures accessibility from scriptwriting through to distribution. It includes tailored measures for people with visual, hearing, intellectual, physical and/or cognitive disabilities, thereby providing a complete and equitable audiovisual experience. The content of the video is based on a detailed analysis of the candidacy submitted by the City Council, and has been shaped into a narrative that is illustrative, educational, and emotional. Despite having very few images filmed specifically for this campaign, a carefully curated selection of audiovisual materials shot in Valencia provides territorial coherence, authenticity, and strong narrative force.

Throughout the process, more than 74 people with disabilities appear visibly on screen, and the technical team also includes professionals from the disability community. In addition, the video was tested and validated by specialised organisations, reinforcing its ethical integrity.

Accessibility implemented at all levels
  • For people with intellectual or cognitive disabilities, information has been clearly structured and supported by official pictograms.

  • For visual disabilities, a descriptive voiceover and ambient soundscape have been employed.

  • For hearing disabilities, subtitles and Spanish Sign Language (LSE) interpretation are provided, without compromising the visual composition.

  • For physical disabilities, the portrayal is built on dignity, avoiding reductionist views and highlighting each individual’s identity.

More than a candidacy, a declaration

This campaign is more than just a candidacy: it is a firm declaration of commitment. Valencia seeks to share with Europe a model of city that is human, inclusive, and sustainable—through accessible, participatory, and honest audiovisual storytelling.
